The Regional Tripartite Wages and Productivity Board – NCR (RTWPB-NCR) issued Wage Order No. NCR-28, approved on September 7, 2026, granting a mandatory wage increase for private-sector minimum wage earners across the National Capital Region.
Wage Increase Details, Coverage, and Applicable Hours
Issued under the authority of Republic Act No. 6727, otherwise known as the Wage Rationalisation Act, this Order mandates the RTWPB-NCR to periodically assess and set fair, updated minimum wage rates for the region.
The adjustment responds to the need to cushion the impact of inflation, reverse the decline in real wage value, and help restore workers’ purchasing power.
In line with this, all private-sector minimum wage earners in the NCR will receive an increase of ₱60.00 per day, applied to normal working hours not exceeding eight (8) hours per day.
This adjustment raises the region’s daily minimum wage rates as follows:
- Non-agriculture workers: ₱755.00 per day
- Service and retail establishments (15 workers or fewer) and manufacturing firms (fewer than 10 workers): ₱718.00 per day
The increase covers all minimum wage earners in the private sector within the region, regardless of position, designation, or employment status, and irrespective of the method by which their wages are paid. No qualifying worker is excluded.
Effectivity of the New Minimum Wage
Wage Order No. NCR-28 takes effect fifteen (15) days after its publication in a newspaper of general circulation. Based on the date of publication, the Order becomes effective on September 26, 2026. Covered employers should ensure full compliance by this date.
