Great breakdown and I think this answers my question.

Our company likes the tagging feature but wants to only provide a pre-defined set of terms (keywords) the users can use to tag something. We've locked down the Managed Metadata term sets but cannot find a way to lock down the Keywords term set. It sounds like this is not possible and the only options we have are to 'turn off tagging' or to 'allow tagging but try to move/provide good terms in the managed terms section'.

I wish we could allow tagging but force the tags to come from the managed terms section and not allow users to enter anything they want and it get added to the enterprise keywords. It sounds like it would be easy and they even have a 'Submission Policy' option for the Keywords termset but its grayed out!?!
